Request for qualifications: I-84 Viaduct

The Capitol Region Council of Governments (CRCOG) seeks to obtain the services of a consulting firm to conduct a study of the I-84 viaduct in Hartford and of the neighborhoods and business districts impacted by the viaduct and its traffic.  Copies of the full Request for Qualifications can be obtained on CRCOG’s website at http://www.crcog.org/viaduct.html.

Study Goal.  The goal of the study is to identify and evaluate viaduct options relative to their ability to remediate adverse community impacts resultant from the viaduct, and their ability to provide opportunities for creating more livable neighborhoods and fostering business growth and economic development.  These community goals must be considered while at the same time assessing the difficult engineering challenges posed by the question of how to reconstruct, replace, or remove a major freeway viaduct located in a complex urban environment.

Schedule.  The statement of qualifications must be received by CRCOG, no later than 4 PM, September 5, 2008. Statements should be marked “I-84 Viaduct” and addressed to Tom Maziarz, Director of Transportation Planning, 241 Main Street, Hartford, CT, 06106-5310. Any responses received after this deadline will not be considered.

Request for qualifications
Updating and rewriting of the Cromwell Zoning Regulations

The Town of Cromwell is seeking qualified individuals, organizations or consulting firms to assist in the updating and rewriting of the Town of Cromwell's zoning regulations and zoning map. Respondents must have experience and knowledge in the field of municipal planning and zoning, including experience in the writing and updating of zoning regulations. Qualifications must be submitted by 12:00 p.m. on Tuesday, June 10, 2008.

1. INTRODUCTION:

The Cromwell zoning regulations and zoning map were adopted in 1949 and reorganized in 1994, but have never received a comprehensive rewrite. The regulations therefore need to be updated to reflect current land use legislation as well as contemporary zoning principles, practices and standards, and to be more "user friendly" in their organization, format, and clarity. The Planning and Zoning Commission recently updated the Plan of Conservation and Development, and it contains numerous recommendations that need to be reflected and codified in the zoning regulations and zoning map.

2. OBJECTIVES:

The goal of the project is to update the regulatory framework of the Planning and Zoning Commission as it pertains to land use and development with the following objectives and considerations in mind:
• Zoning Regulation amendments to implement the recommendations of the 2007 Plan of Conservation and Development.
• Zoning Map amendments to implement the recommendations in the 2007 Plan of Conservation and Development.
• Analysis of land uses currently allowed by right or by special permit.
• Format and organization of regulatory documents (e.g. permits).
• Conflicts between the current zoning regulations and other ordinances and regulations.
• Conflicts between the current zoning regulations and Connecticut land use law, including beneficial enabling legislation.
• An approval process that balances the interests of property owners with those of the town as a whole and nearby residents.
• A public participation process that facilitates input and feedback from regulatory agencies, elected and appointed officials, staff, and the public at large.
• Creation of appropriate graphics that illustrate design concepts and requirements.
• Regulatory models and best management practices that ensure quality development consistent with community values and development pressures.
• Clarity of development standards. The respondent will play a lead role in carrying out these tasks and facilitating this process.

3. PROJECT OUTLINE:

The project consists of the complete rewriting of the zoning regulations and the zoning map.
The respondent will review the existing regulations, zoning map and POCD as well as other data that may be provided, and may recommend alternate objectives for the project. Some new sections to the zoning regulations might need to be added, such as an index or comprehensive table of contents.

The Town Planner will work with the respondent to prepare a draft outline of tasks to be accomplished and a timeline for delivery of work items. A Committee of the Planning and Zoning Commission will be established which will meet with the respondent to provide input and to review the progress. Representatives of other commissions, boards or agencies, and interested residents may be involved in the project. A schedule for meetings and work sessions and for delivery of the final document will be established by the Committee.

Working subgroups may be established to address subtopics or sections of the regulations, such as the creation of "mixed use" zones, and revising the regulations for the historic Downtown Business zone. These subgroups may include members from groups other than the Committee.

4. WORK PRODUCTS:

• Drafts and Final Document to be available in MS Word format and in PDF format for posting on the Town website.
• Drafts: The Town will make copies of working drafts provided by the respondent.
• Final: Twenty (20) copies, spiral bound, 8½ X 11 inches printed double sided, and one copy on a CD.
• Zoning Map: Shall be submitted in a format compatible with the Town's GIS system and in PDF format for posting on the Town website.

5. SUBMITTAL REQUIREMENTS:

The following information shall be submitted, and will be the basis upon which respondents shall be considered and selected:
• Background statement of the firm, including a brief history, discipline capabilities, principals, and location.
• Resumes outlining position, qualifications and relevant experience of individuals assigned to the project.
• Availability of personnel, the date the firm is available to commence the project and estimated length of time necessary for completion.
• List of current and prior clients for whom similar services have been provided, including name of contact person, address and telephone number.
• Examples of similar work that has been carried out by the respondent.
• Statement of the respondent's understanding of the tasks involved, ability to complete the tasks, and description of assistance required of the Town of Cromwell.
• Respondent's professional liability insurance, the specified requirements or limitations.
• Financial capability of the respondent to complete the project.
• Total number of employees in the firm and the total number of staff that will work on this project.

6. SELECTION OF RESPONDENT:

The Committee will review the information received, and will prepare a short list of not less than three (3) of the most qualified firms to be interviewed. The short-listed firms will be invited to submit a proposed scope of services in one envelope, and a fee or price proposal in a separate envelope.

After all interviews are completed, the Committee will prepare a list of finalists based upon the presentation, references, and information provided in the submitted response, including but not limited to:
• Demonstration that the respondent has recently performed satisfactory, similar work in other Connecticut municipalities.
• Quality of the proposed scope of services.
• Technical expertise demonstrated by each of the personnel assigned to the project and willingness to commit senior level staff.
• Ability to develop and maintain schedules.
• Proposed project management plan and role of the personnel involved.
• Familiarity with the Town of Cromwell.

After the list of finalists is prepared, the fee envelopes will be opened and the contract awarded to the finalist having the lowest fee proposal. The Town will negotiate the fees for the project based upon an agreed-upon scope of services. If in the event that agreement on fees cannot be reached with the selected firm, the Town may negotiate with other firms. The Town of Cromwell reserves the right to waive any inconsistencies or technicalities in the proposal and to reject any and all proposals not in the best interest of the Town of Cromwell.

7. AVAILABLE INFORMATION:

• The Plan of Conservation and Development is available on the Town website: www.cromwellct.com.
• The current zoning regulations are available from the office of the Town Planner. The regulations are not currently available on line.
• The current zoning map is available in digital format.

8. SUBMITTAL FORMAT:

An original and seven (7) copies should be mailed or hand delivered to:
