Associate Planner

Job Description: Reports to the Director of RPA’s Connecticut office and works actively with RPA staff in New York City and New Jersey. Responsible for maintaining regular communications with the RPA-CT Committee, including occasional recruitment of new CT Committee members and organizing 3-4 Committee meetings per year; new project development, fundraising, grant writing, foundation reporting and project management, including one or more annual Mayors’ Institute on Community Design; testifying on behalf of RPA-CT at legislative hearings and public meetings; speaking at conferences, workshops and press conferences; developing press releases and op-eds; contributing to Spotlight newsletter; monitoring planning-related state policies of interest to RPA; and helping formulate RPA positions and platforms.

Job Logistics: This job is based at RPA’s Stamford, Connecticut office. Applicants should expect to travel approximately one day per week to RPA’s Manhattan office, including every other Tuesday for staff meetings. Applicants should also expect to travel to regular meetings around the state.

Job Requirements: Requires a master’s degree in urban planning or a related field, or an equivalent combination of education and / or experience that demonstrates a thorough understanding of land use planning and policy, with a Connecticut emphasis.     Supervision Received: Works under the general direction of the Administrative Officer with policy direction from the Planning and Zoning Commission pertaining to planning and zoning related issues.  Work is carried out with considerable independence and judgment to reach desired results.

    Supervision Exercised: None.  Land Use Secretary, interns, temporary employees and volunteers may be utilized as assigned by the Administrative Officer. 

    Examples of Essential Duties:
    1. Provides near term and long range planning assistance to the Board of Selectmen and to various Town boards and commissions including but not limited to Land Use and Economic Development, as required, in public works, municipal planning and development matters.

    2.  The employee is responsible for determining work procedures and for carrying assignments through to completion in relation to planning issues in the technical review of proposed regulations, plans and applications for special permits,subdivisions (including open space conservation developments), commercial development projects and Inland Wetlands; conducts on-site evaluations; makes written recommendations on all conservation and development proposals before said boards and commissions. Assists and advises land use boards and commissions on open space planning issues.

    3.  Explains regulations and procedures to applicants and citizens. Devises and implements systems to provide efficient service to the public. Holds pre-submission meetings with planning and zoning and inland wetlands applicants when appropriate. Advises applicants of alternative or creative designs which would promote better land use. Leads unified staff review and coordinates efforts for one-stop permitting. Coordinates Town professional staff report submissions in a complete and timely manner.

    4.  Coordinates administrative duties for the Economic Development Commission. Participates in special economic development projects.  Assists in preparing the agendas and draft motions for the Planning and Zoning Commission, Inland Wetlands Commission and Zoning Board of Appeals. Supervises and participates in the review and update ofthe Town's Plan of Conservation and Development, Open Space Plan, Zoning, Subdivision, and Wetlands Regulations, and land use related ordinances and land use maps including traditional and electronic (GIS) mapping.

    5.  Coordinates commissions’ and departments’ activities with other Town
    departments, boards and commissions.  Coordinates administrative activities and may assist in the activities of the land use related boards and commissions.  Provides advice, assistance and reports to various Town officials, boards,commissions and agencies on land matters. Submits reports to the Administrative Officer and Board of Selectmen as directed. Creates and provides GIS maps as requested by town boards and commissions.

    6.  Compiles and analyzes data on economic, social and physical factors affecting land use. Coordinates town programs with regional,state and federal planning agencies. Acts as Zoning Enforcement Officer and/or Inland Wetlands Agent in his/her absence.

    7.  Assists in applying for inter-governmental assistance in areas such as housing, community development and open space. Assists in administering grant programs.  Acts as Fair Housing Officer.

    8.  Participates in preparing and administering budgets of the Planning and Zoning Commission, Inland Wetlands Commission, and Zoning Board of Appeals.

    9.  Attends boards’ and commissions’ meetings on request. Provides expert testimony on behalf of the Town.  Represents Town at various agencies’ meetings.  Attends training and conducts research to maintain current knowledge of economic development, planning, and zoning issues.

    Examples of Incidental Duties:
    1.  Issues driveway permits and reviews compliance.

    2.  Administers right-of-way program in conjunction with Town Engineer.

    3.  Coordinates project work with other towns, state and federal agencies as necessary.

    Knowledge, Skills and Abilities Required:  Thorough knowledge of land use and community planning concepts and demographics. Ability to work with GIS to produce maps. Thorough knowledge of federal, state and local land use laws and regulations, and court decisions that may affect municipal land use regulation. Advanced skill in research techniques.  Ability to organize, direct and prepare comprehensive area plans. Advanced ability to secure the cooperation of others. Thorough ability to communicate effectively both in writing and orally. Thorough ability to develop and maintain effective working relationships with associates, staff, Town officials, committees, citizens, developers and private land preservation groups.

    Minimum Qualifications Required:  Masters Degree in Planning or closely related field, supplemented with a minimum of two (2) years planning experience or any equivalent combination of education and experience. 
    License or Certificate: Certification of AICP desirable. Possession of valid Connecticut Motor Vehicle Operator's license.

    Physical Exertion/Environmental Conditions: Ability to work in poor weather conditions, including heat, cold, rain or snow. Ability to lift and carry files. Ability to walk on rough terrain.  Irregular and short-term exposure to computer screen.  Some stress involved in public contact.

    Columbia

    General Description: The Town Planner is a professional administrative position which overseas local land use regulations and planning for the Town of Columbia. The Town Planner is responsible for serving as staff to the Planning and Zoning Commission and coordinating planning and zoning activities through related departments.  Duties include receiving and reviewing applications for subdivisions, site plans, special exceptions and zone changes, attending Planning and Zoning meetings and advising potential applicants of town policies and procedures.  The Town Planner assists the Economic Development Commission to develop and promote appropriate economic development.

    Supervision Received: The Town Planner is supervised by the Town Administrator.
     
    Example of Duties: Serves as staff to the Planning and Zoning Commission; establishes meeting dates, prepares legal notices and conducts research on behalf of the Commission and attends Commission meetings.

    Receives and reviews applications for subdivisions, site plans, zone changes and special exceptions; refers and contacts appropriate agencies and departments to insure collection of all data and prepares such data for formal Planning and Zoning Commission action.

    Administers and implements various land use controls, including zoning, subdivision, wetlands, flood plains and aquifer regulations.

    Organizes, plans and directs the Town’s land use regulations and implements the policies of the Planning and Zoning Commission.

    Provides technical information and assistance to other government agencies and the public on matters related to land use and planning.

    Prepares the annual department budget and controls the expenditure of funds within budgeted amounts.

    Acts as Zoning Enforcement Officer and/or Inland Wetlands Agent in his/her absence.

    Performs related work as required.

    Knowledge, Skills & Abilities: Considerable knowledge of the principles and practices of land use regulations and municipal planning.

    Scope of Services

    The Consulting Town Planner will work with the Planning Commission to provide professional level expertise in support of the Commission’s duties.  The consultant will work with town departments, boards, commissions, local businesses, and the public at large to implement elements of the 2005 Essex Plan of Conservation and Development and other projects as deemed necessary by the Commissionby providing analysis, guidance, communication, and coordination as needed.

    This position is the primary contact point between the City and the private business community.     The Southwestern Illinois Resource Conservation and Development, Inc., (SWI

    an Environmental Planner position, located in Mascoutah, Illinois (metro St. Louis).
    This position will assist in working with local and regional entities in identifying and
    protecting agricultural, cultural, historic, and natural resources, as well as
    identifying greenway and recreational opportunities within southwestern Illinois.

    Job Description:
    This is a full time, permanent, entry to mid-level professional position directed
    towards the development of local and regional environmental analysis and
    planning, and related work. The selected employee will be responsible for working
    to develop environmental planning documents/tools such as environmental
    resource inventories, open space plans, farmland preservation plans, stormwater
    plans, greenway and recreation plans, and other potential products. Work involves
    interacting with community leaders and the public, researching and analyzing land
    use and environmental information, generating plans and other documents,
    assisting in the development of land use ordinances, and researching and
    providing resource and funding information to implement recommendations.
    This position will involve participation in other projects of the Southwestern Illinois
    Resource Conservation and Development, Inc., including supporting documents to
    assist in the protection of open space, smart growth initiatives such as
    conservation subdivisions and low impact development, and other environmental
    projects. The position will rely heavily on Geographic Information System (GIS)
    technology/data, and will be responsible to continue the maintenance and
    development of a comprehensive regional environmental GIS data library.
    Coordination with SWI RC&D staff, other public agencies, non-profit organizations,
    the business community, and the public is integral to this position. Work is to be
    performed in accordance with well defined objectives and professional standards
    with the opportunity for independent judgment, subject to administrative and
    technical review by higher level supervisors while work is in progress and upon
    completion.

    RESPONSIBILITIES:
    • Assist in the development of project study needs, scopes and
    methodologies. Identify data sources and appropriate contacts for
    information and collaboration.
    • Research and analyze local, regional or sub regional environmental
    conditions and policy needs, for preparation of environmental resource
    inventories, open space and farmland preservation plans, ordinances,
    regional greenway plans or other environmental management tools.
    • Assist in research on and development of studies, documents, and plans
    relating to smart growth, as needed.
    • Compile and integrate data for the preparation of maps using GIS, charts
    and graphics for use as working tools and for presentation.
    • Assist with the coordination of advisory and steering committees for the
    preparation of studies and plans.
    • Prepare written text for reports and plans and present study and research
    results to public and private sector representatives.
    • Participate in larger SWI RC&D projects to bring environmental perspectives
    and information to the projects, as required.
    • Support and maintain regional GIS data library.
    • Perform related work, as required.

    QUALIFICATIONS:
    • Knowledge of the principles, practices and objectives of community and
    regional planning and principles of smart growth.
    • Knowledge of the factors involved in environmental planning including
    principles of open space and farmland needs analysis and planning,
    greenway planning, land preservation techniques, natural resources
    planning, water quality analysis and planning, and Phase II stormwater
    requirements.
    • Knowledge of principles and practices of geographic information systems,
    including ESRI products.
    • Ability to independently secure and analyze facts through research,
    interviewing and investigation; to prepare alternatives, think creatively, and
    exercise sound judgment in arriving at conclusions.
    • Ability to present results of projects effectively in oral, written and graphic
    form.
    • Availability to attend evening meetings in client communities, as needed.
    • Ability to establish and maintain effective working relationships with
    associates, state, regional and local officials, and the general public.

    Experience:
    A masters degree in urban, environmental or resource planning, with major course
    work in discipline and applicable to environmental planning is preferred. An
    equivalent combination of education and professional experience in a discipline
    applicable to environmental planning will be considered.
